Paul A. Harr is a solo practitioner with legal experience in courts from Bristol to Memphis, in the private and public sectors. Prior to practicing law, he was a published research economist.

He was one of the youngest delegates elected to the 1977 Tennessee Constitutional Convention where he served on the Judiciary Committee and the Limitation on State Spending Committee. He attended local public schools, Tennessee Military Institute, and obtained a Master of Arts and Juris Doctor degrees from the University of Tennessee.
